Vulnerable Sector Screening is intended for individuals seeking employment or volunteer opportunities with vulnerable persons. This search indicates any criminal convictions, outstanding charges or warrants and certain pardoned offences.

Region of Peel Records Check

  1. For the Region of Peel - go to https://rec-check.peelpolice.ca/ to apply for your Peel Vulnerable Sector Check online.
  2. If this is your first time using the online system, you will need to create an account. Click on the button Create Account.
  3. You will get an email with a code to verify your account. When you login for the first time you will be prompted to enter this code.
  4. Select Vulnerable Sector Check (Level 3).
  5. You will be asked for an Agency Code or Program Number to link your form to Able Sail Toronto. Enter the code you have been provided by us.
  6. Applicants can opt to send their record checks to agencies electronically. Please do the opt in.

North York Records Check

City of Toronto Records Check

  1. Toronto - Go to www.tps.to/police-checks to apply for your Toronto Vulnerable Sector Check online.
  2. If this is your first time using the online system, you will need to create an account. Click on the button Fill Out Form.
  3. You will get an email with your User Name and a temporary password. When you login for the first time you will be prompted to change your password.
  4. Fill out the Vulnerable Sector Check.
  5. You will be asked for an Agency Code or Program Number to link your form to Able Sail Toronto. Enter the code you have been provided by us.
  6. Applicants can opt to send their record checks to agencies electronically. Please do the opt in.

Marine Radio License - ROC(M) / VHF

To operate a VHF or Single Side Band radio in Canada, you must have an ROC-M certificate (Restricted Operator’s Certificate – Maritime). ROC stands for Restricted Radiotelephone Operator’s Certificate and is required by anyone using a marine VHF radio or other marine radios (each person on the boat who will use the radio needs their own card). 

The ROC-M course teaches emergency radio procedures and every day operating techniques. Learn about channel frequencies; the phonetic alphabet; procedural words and phrases along with Digital Selective Calling (DSC) and the Global Maritime Distress and Safety System (GMDSS). The ROC-M certificate with DSC Endorsement certifies the student to operate VHF and MF/HF (single side band) radios in Canada and is valid for life.

Pleasure Craft Operator Card (PCOC)

The PCOC is obtained by passing a boating safety test; usually the test is taken at the end of a boating safety course. All boating safety courses and tests leading to the issuance of a PCOC are delivered by course providers accredited by Transport Canada. Reference

The PCOC is the required proof of competency and is compulsory to have valid proof of competency while on board

Failure to possess the required Pleasure Craft Operator Card (PCOC) while operating a motorboat or personal watercraft can result in a fine of $250, excluding any administrative fees. It is important for boat operators to replace any lost, stolen or damaged PCOC as quickly as possible.

When using a pleasure craft for recreational purposes in Canada, it is compulsory to have valid proof of competency while on board, even if it is equipped with an electric trolling motor. The PCOC is the required proof of competency, which is granted by the federal authorities only after the completion of an approved Canadian boating license safety course and the official Transport Canada Boating Safety Test.

Do PCOC licenses expire in Canada? NO.

After successfully obtaining your Pleasure Craft Operator Card (PCOC), also referred to as a boating license, it is valid for life and there are no yearly charges. However, if your card becomes lost or damaged, you will need to contact your course provider for a replacement.

Power Vessel Operator's Permit (Harbour License) - renew annually

Their online system is DOWN. You can renew your permit by calling the Permit Office (416-778-1230). The Permit Office hours are Monday to Friday from 8:00am to 4:00pm it accepts payment by Visa or MasterCard. Alternatively you can mail a cheque to the Permit Office. Please make the cheque payable to “Toronto Port Authority” and please state your permit number as the reference.

The renewal fee is $20 a season. However, if you have previously failed to renew your permit your renewal cost will be for the outstanding year(s) plus the current year. For example the total cost to renew for the 2024 is $40 (2024, 2023 seasons) You can additional add the 2025 season for an additional $20.
